California County Reduces IT Costs 30 Percent with Clerity

Chicago, IL – February 3, 2011 – Clerity Solutions, a full-service provider of mainframe migration, modernization and optimization solutions, announced today that a northern California county has reduced annual costs by 30 percent and enhanced IT efficiency by moving its COBOL-based Criminal Justice Information System (CJIS) from the mainframe to open systems. Using Clerity mainframe migration services, software and tools to rehost the CJIS environment and a CA Datacom database management system, the county has also better positioned itself to take advantage of new technologies and improved interdepartmental access to criminal justice data.

The county's CJIS had provided vital shared criminal justice data between several law enforcement agencies on the mainframe since 1991. It was the largest application still running on the county's legacy system. The county sought new options for the CJIS so it could retire the mainframe complex.

Clerity was selected to migrate the legacy environment based on extensive mainframe migration experience, project management expertise, cost-effectiveness and pilot performance. The migration included more than 700 CICS programs, 184 batch programs and subroutines, approximately 600 CA Datacom tables and over 2 million COBOL statements.

Employing Clerity's automated conversion tools, online and batch mainframe applications were migrated to UniKix Mainframe Rehosting software. CA Datacom was moved to a relational Oracle database and COBOL program code was rehosted to open systems, while core business logic was kept intact.

Clerity Universal Test Manager was also used during the migration to automatically create, manage, and validate test cases for the county's 3270-based applications. Now the county’s IT staff can replay established test cases in an automated fashion. Tasks that used to take an hour can be completed accurately in a matter of minutes.

The CJIS mainframe migration was accomplished in 18 months. The county cut over to production on the cost-effective target system once end-user acceptance and final regression tests were complete.
