Assessing the options
Clearly, organizations running on mainframes have choices. All choices come with tradeoffs. The most obvious choice is to simply do nothing. The biggest factor is -- does the application meet the business needs today? If the application is not meeting the business needs, depending on the application characteristics, you can look to rewrite or move to a packaged application. If the application is meeting your business needs today and for the near term, depending on the cost pressures that your IT organization faces, you can look to rehosting as a viable option to reduce the cost of maintaining your existing application environment.
Although doing nothing is the least risky option, the next least risky option is to rehost because you preserve your existing application and proven business logic which is already satisfying your business needs. Your risk and degree of change required increases as you begin to think about migrating to a package or potentially rewriting your application.

Option 2: Packaged Application Options
Businesses may choose to replace their aging mainframe applications with packaged software solutions if a packaged solution exists that encompasses most of the functionality of the legacy application. Modern enterprise business systems such as SAP, Siebel, and Oracle E-Business Suite provide the flexibility to significantly customize the application in an effort to accommodate diverse business processes and diverse feature requirements. Sometimes, however, business processes must be changed too drastically in order to be accommodated by the new packaged solution.

Option 3: Rewriting Mainframe Applications
Depending on the size and complexity of a legacy application, redevelopment on a lower cost platform can also make sense. However, it is not always a practical option. Large applications can sometimes take several years to rewrite and there may be limited in-house expertise of the legacy application, making it difficult to re-implement the business logic. A redevelopment project generally involves designing a completely new system that utilizes a modern Web services architecture to implement the business logic of the legacy mainframe application.

Option 4: The "Do Nothing" Option
If your company is like the majority of other companies out there running mainframe workloads, you've been relying on that system to run your core business applications for 10, 15, even 25 years or longer. It's understandable that you're reluctant to disrupt the process. You've heard that you'll need to spend a bundle of money to upgrade to new technology. But while it is true that you need to spend money to make money, wouldn't extra millions each year in the bank make it worth the effort?
The number of ISVs supporting mainframes is shrinking, and workers with mainframe know-how are becoming increasingly scarce. InfoWorld Magazine Editor-in-Chief Eric Knorr, discussing the mainframe's biggest problem for CIO Magazine says, "Many businesses seem to be happy to run their big iron indefinitely, but people who know COBOL or PL/1 are getting harder to find. According to Gartner, the number of COBOL programmers will decline from just shy of 2 million this year to 1.5 million by 2007. You may not need to power down the mainframe next week, but it's certainly time to think ahead about moving off it".
And did we mention that IBM is forcing its OS/390 installed base to move to zSeries systems by early 2007? The point is, you need to make the jump at some point, and procrastination is costly.
